Innovating Learning at the Dutch Police

The Dutch Police are adapting to the fast-changing demands of modern society and police work by reimagining learning and development. Recognizing that traditional training methods may no longer suffice, the Dutch Police launched a pilot program to integrate workplace learning into the training for the Officer on Duty Criminal Investigation (OvD-R) role. Supported by Xprtise, this initiative aligns with the 5 Moments of Need® methodology and the AskDelphi Digital Coach technology, ensuring officers gain the skills and knowledge they need, when they need it, to stay professionally competent.
Bridging Formal and Informal Learning
The pilot introduces innovative approaches, combining traditional training with on-the-job learning. Officers use digital tools like the AskDelphi Digital Coach technology for performance support and Drillster for adaptive learning, enabling them to practice independently and access critical information in real time.
By shifting theory-based learning to pre- and post-training activities, the program has reduced classroom training by half, focusing more time on practical, hands-on learning. This efficient approach ensures officers are better prepared and supported throughout their training and careers.
Key Outcomes and Feedback
The results of the pilot have been overwhelmingly positive:
Participants praised the balance of classroom simulations, performance support by the Digital Coach technology, and adaptive learning, calling it an effective “pressure cooker” for rapid skill acquisition.
Looking Ahead
This pilot underscores the value of integrating workplace learning with formal training. The approach supports continuous professional development, helping officers remain competent, confident, and ready to respond to challenges.
